The Colombian government is wrought with corruption. â€Å"The endemic corruption that undermines the drug war is rooted in the high profits that make it a rational choice for government officials and police and military officers whose low salaries cannot compete with traffickers’ bribes.† (Bertram, Blachman, Sharpe, Andres p.170) These bribes are often used by drug dealers to buy legislators. In 1995 several congressmen, the attorney general, and the president’s campaign advisor were indicted for accepting drug money for their cooperation. It is hard to truly speculate today how many government officials are actually on the payroll of the drug cartels. Officials can make anywhere from $5,000 to $70,000 and beyond to just turn their heads and look the other way. This bribery has seeped its way through all levels of anti-narcotic forces as well. This is to say that those who are there to fight the problem arenâ €™t fighting at all, and are even profiting from it. On a large-scale one drug lord by the name of Jose Gonzalo Rodrigues Gacha was said to have spent millions of dollars to pay of an entire army brigade. At the present time the main question is what can be done to change the government and make it legitimate. In the past there have been many attempts to regulate the drug cartels. Most of these have had a very bloody, to say the least, result. An example of this was August 18, 1989 when drug dealers assassinated Senator Luis Carlos Galan. He was the leading candidate for president, and in his platform was a call to strengthen action against the dealers. In retaliation the current president, Barco, made the same decree. United States president George Bush soon endorsed him. The United States would then indite any dealers that could be captured. The cartels soon realized what would happen if they were sent to the U.S. These criminals would stand trial, and were guaranteed to be pu t in jail for years. If they were not sent to the U.S., and simply kept in Colombia they would see little jail time. In most instances they would pay their way out of jail, and be right back into the drug trade as soon as they hit the street. This crack down against drugs was with good intentions, but it had serious negative repercussions that soon hit the government. â€Å"The drug dealers responded with a massive bombing campaign centered in Medellin and Bogata.† (Wiarda and Kline p.191) These bombings were not specifically aimed at anyone in particular. They were to kill as many people as they could†¦government officials or the innocent. After the bombings had ceased so did the tough regulations on the narcos. In other words, when the narcos do not like some piece of legislation, or something the government is doing it can have it changed in a matter of time. All they have to do start the aimless bombings, and killing innocent people. These people have nothing to do w ith drugs and the government will back off. In thinking about this, what course of action does this leave the Colombian government? It is just not possible to set there and watch innocent men, women, and children be killed for something they didn’t want part of. This makes legitimacy an issue now too. The people of Colombia see their government officials and military turning their head for the cartels, and taking the drug money bribes daily. Why should these good honest people then have any faith in the government or feel that it is legitimate. The people see the government as ineffective, and in competition with the cartels. To be legitimate Colombia must have a monopoly on the legitimate use of force and be the only viable channel for solving disputes. Since they were not able to do this at all they have little legitimacy, hence the public will not and does not follow. The next area is a very bloody one, and drugs to some extent promote it. This is the violence that goes on daily. This violence can be carried out on government official who do not take bribes, and refuse to help the narcos. It may come in many different forms as well. It is not unheard of to pay some people on the street to go beat up someone’s mother, brothers and sisters, and even their close friends. The scary part is that all this can be done very cheaply. There are many poor people in Colombia and to find one that will do this type of thing for a low price is not hard. They all need money and will do whatever it takes. In some more severe cases they may become sicarios, or hired killers. Sicarios are responsible for large numbers of dead. They will kill for as little as 3,000 pesos, or ten American dollars. This makes life extremely dangerous knowing that anybody you walk by on the street could have a ten dollar bullet with your name on it. To complicate this even more is that there is no set age for these killers. â€Å"In 1984 a man was killed when to sicarios pulled up next to him on a red motorcycle and shot him in the head with a machine pistol,† (Rosenburg p.270) The man pulling the trigger turned out not to be a man at all, but a sixteen year old boy. This is common in the case of judges. They are a center for violence. When a judge is trying a case that deals with drugs he may be persuaded in many different ways by the cartels. He could be offered a bribe, if that fails he might be sent several letters on his behalf and on the behalf of his children. He may watch as everyone close to him is assaulted, or all of these things may not occur and the drug lord will just have him shot or blown up. Another source of violence is the powerful paramilitary groups. In some instances these groups have taken over areas and instituted their own law. They are trying to act in the place of the weak national government. â€Å"The deadly paramilitaries find their justification in the inability of the state to offer protection to the land owners, cattle ranchers, rural entrepreneurs, drug-trade entrepreneurs from the economic and military pressure of the guerillas.† (NACLA report) In parts of Colombia the paramilitary violence has brought about displacement that has destroyed the social fabric of the community, church, and what political organizations that had formed. Farming is the job of an immense number of Colombians. The problem with this is that there is only one crop that can make them the kind of money they need to survive. This crop is coca, and it is used to make the drugs that so rampantly control the country. The farmers are very upset with this current state. London Dispersion Force Definition London dispersion force is a weak intermolecular force between two atoms or molecules in close proximity to  each other. The force is a quantum force generated by electron repulsion between the electron clouds of two atoms or molecules as they approach each other. The London dispersion force is the weakest of the van der Waals forces and is the force that causes nonpolar atoms or molecules to condense into liquids or solids as temperature is lowered.  Ã‚  Even though it is weak, of the three van der Waals forces (orientation, induction, dispersion), the dispersion forces are usually dominant. The exception is for small, readily polarized molecules (e.g., water). The force gets its name because Fritz London first explained how noble gas atoms could be attracted to each other in 1930. London dispersion forces may sometimes be loosely referred to as van der Waals forces. What Causes London Dispersion Forces? When you think of electrons around an atom, you probably picture tiny moving dots, spaced equally around the atomic nucleus. However, electrons are always in motion, and sometimes there are more on one side of an atom than on the other. This happens around any atom, but its more pronounced in compounds because electrons feel the attractive pull of the protons of neighboring atoms. The electrons from two atoms can be arranged such that they produce temporary (instantaneous) electric dipoles. Even though the polarization is temporary, its enough to affect the way atoms and molecules interact with each other. London Dispersion Force Facts Dispersion forces occur between all atoms and molecules. It doesnt matter whether they are polar or nonpolar. The forces come into play when the molecules are very close to each other. However, London dispersion forces are generally stronger between easily polarized molecules and weaker between molecules that are not easily polarized.The magnitude of the force is related to the size of the molecule. Dispersion forces are stronger for larger and heavier atoms and molecules than for smaller and lighter ones. This is because the valence electrons are further away from the nucleus in large atoms/molecules than in small ones, so they are not as tightly bound to the protons.The shape or conformation of a molecule affects its polarizability. Its like fitting together blocks or playing Tetris. Some shapes will naturally line up better than others. Consequences of London Dispersion Forces The polarizability affects how easily atoms and molecules form bonds with each other, so it also affects properties such as melting point and boiling point. For example, if you consider Cl2 and Br2, you might expect the two compounds to behave similarly because they are both halogens. Yet, chlorine is a gas at room temperature, while bromine is a liquid. The spreadsheet was designed as a method for Public Housing Authorities to determine each project’s water consumption in order to encourage more efficient water consumption and reduce water related utility costs. The site also provides an area for related links to other sites that provide water conservation tips. Unfortunately, the only working link leads to the Natural Resources Conservation Service (sponsored by the US Department of Agriculture). This site describes ways in which people can conserve water use in their backyards. The other links appear to be outdated. There is also an area on the website entitled residents corner, which aims to provide research materials in order for residents and the general public to utilize and become more involved with environmental conservation. Unfortunately, only one of these links seems to work. The link leads the browser to a site sponsored by the US Environmental Protection Agency, which provides water conservation tips for residents. Finally, the website provides links that allow the browser to research and review more details about what Department of Housing and Urban Development and other federal government agencies are doing to further energy awareness. Although the site provides a useful spreadsheet that enables Public Housing Authorities to determine the effectiveness of water consumption in projects, the site does little to encourage browsers to conserve water. Most of the links are outdated, and there is barely any discussion as to the benefits of water conservation.

Third Bridge in Istanbul

The first bridge over Ä °stanbul’s Bosporus was the BoÄŸazià §i Bridge, which was opened in 1973 by then-President Fahri Korutà ¼rk, while the FSM began operating in 1988 when Turgut Ãâ€"zal was prime minister. The Turkish government announced plans to construct a third bridge over the Bosphorus.The name of the future bridge has not been decided yet. The third bridge is expected to connect a highway starting in the Western province of Tekirdağ’s KÄ ±nalÄ ± with another highway starting from the PaÅŸakà ¶y neighborhood in Ä °stanbul’s Asian side. The minister said the government expects a sufficient amount of traffic to utilize the route once it is finalized. Experts expressed mixed feelings about the proposal of the Tarabya-Beykoz route, north of the two existing bridges .Some argued it would improve the area. Supporters of the new bridge also say it will make Turkey an important transportation corridor. They point to other highways that have crossed the three largest water reservoirs of Istanbul as evidence that mega infrastructure projects can be built safely(2009). However others argued that a third bridge would threaten the natural resources of Istanbul and was not a real solution to the city's traffic problem because it will encourage more people to use cars, increase Istanbul's chronic traffic problem, the fumes of the traffic will pollute the forests and kill the natural life there and also damage social life and bring new economic problems. The government argued about reducing the Istanbul’s traffic problems however there is a fact that it will create its own traffic.There are 3.3 million motor vehicles on road in the region that the North Marmara project covers.Land transportation shoulders 87 percent of Ä °stanbul’s mass transportation burden.The government officals stated that the bridge would be essential for easing the city’s traffic congestion(2010).However all scientific stuides show that bridges increase the traffic load. It will create its own traffic potential. The solution only may be developing public transportation on rails. This plan does not exist rail traffic. More cars will be sold and added to the existing load. The government claimed that third bridge will not damage the nature however many experts preotested the third bridge because after the construction many parts of forests won’t be existed anymore. Some of Ä °stanbul’s prominent forestry areas are along the third bridge route.Belgrade Forest, Fatih Forest and the Polonezkà ¶y. The project is expected to be finalized with little damage to these sites but destroying large parts of the Belgrade Forest, crossing the Bosporus at one if its picturesque locations, a huge waste of money for building a highway far from the city through uninhabited territory will be a murdery.It is clearly known that the third bridge would start a large-scale damage to forest lands on both sides of Istanbul, on the green lands of Kocaeli and Thrace Peninsulas. All the forests in the North which serve as oxygen generating areas, as breathing lungs of the City will be under great danger due to the bridge and its connection roads construction. An area about as large as the Belgrade Forest would be damaged as a result of the third bridge construction activities, as it is stated by the authorities that the third bridge and its highways will be linked to the Black Sea Coastal Highway which has done great harm to the natural Black Sea Coastline(2008). It is claimed that the bridge will contribute to the city economically however this means more unemployment and more homelessness.The government argue that this infrastructure project would create massive investment and jobs and tackle increasing unemployment rates(2010).The main aim of this 6-billion-dollar project is to channel money into the car, logistics and construction sectors. This money comes out of Istanbulites’ pockets and they will pay the cost in terms of reduced living standards. The bottled water that they drink wil become more expensive, and the air they breathe more polluted. Bu they need both to live.Istanbul's population is already five times of what this area can cope with. With a new bridge, the population will increase. This will mean more unemployment and more homelessness. â€Å"The introduction of the third bridge will be the death of Istanbul,† said Dr. Pr. Murat Cemal Yalà §Ã„ ±ntan of Mimar Sinan University in an interview(2010).

USS Pueblo Incident During the Cold War

USS Pueblo Incident During the Cold War USS Pueblo Incident - Background: Constructed by the Kewaunee Shipbuilding and Engineering Company of Wisconsin during World War II, FP-344 was commissioned April 7, 1945. Serving as a freight and supply vessel for the US Army, it was crewed by the US Coast Guard. In 1966, the vessel was transferred to the US Navy and re-named USS Pueblo in reference to the city in Colorado. Redesignated AKL-44, Pueblo initially served a light cargo vessel. Shortly thereafter, it was withdrawn from service and converted to a signals intelligence ship. Given the hull number AGER-2 (Auxiliary General Environmental Research), Pueblo was intended to operate as part of a joint US Navy-National Security Agency program. USS Pueblo Incident - Mission: Ordered to Japan, Pueblo arrived at Yokosuka under the command of Commander Lloyd M. Bucher. On January 5, 1968, Bucher shifted his vessel south to Sasebo. With the Vietnam War raging to the south, he received orders to pass through the Tsushima Strait and conduct a signals intelligence mission off the coast of North Korea. While in the Sea of Japan, Pueblo was also to assess Soviet naval activity. Putting to sea on January 11, Pueblo passed through the straits and endeavored to avoid detection. This included maintaining radio silence. Though North Korea claimed a fifty-mile limit for its territorial waters, this was not recognized internationally and Pueblo was directed to operate outside the standard twelve-mile limit. USS Pueblo - Initial Encounters: As an added element of safety, Bucher directed his subordinates to maintain Pueblo thirteen miles off the coast. On the evening of January 20, while stationed off Mayang-do, Pueblo was sighted by a North Korean SO-1-class sub chaser. Passing in the twilight at range of around 4,000 yards, the vessel showed no outward interest in the American ship. Departing the area, Bucher sailed south toward Wonsan. Arriving on the morning of January 22, Pueblo commenced operations. Around noon, two North Korean trawlers approached Pueblo. Identified as Rice Paddy 1 and Rice Paddy 2, they were similar in design to Soviet Lentra-class intelligence trawlers. While no signals were exchanged, Bucher understood that his vessel was being observed and ordered a message sent to Rear Admiral Frank Johnson, Commander Naval Forces Japan, stating that his vessel had been discovered. Due to transmission and atmospheric conditions, this was not sent until the next day. Throughout the trawlers visual inspection, Pueblo flew the international flag for hydrographic operations. Around 4:00 PM, the trawlers left the area. That night, Pueblos radar showed eighteen vessels operating in its vicinity. Despite a flare launched around 1:45 AM, none of the North Korean ships attempted to close on Pueblo. As a result, Bucher signaled Johnson that he no longer considered his ship under surveillance and would resume radio silence. As the morning of January 23 progressed, Bucher became annoyed that Pueblo had drifted approximately twenty-five miles off the coast during the night and directed that ship resume its station at thirteen miles. USS Pueblo Incident - Confrontation: Reaching the desired position, Pueblo resumed operations. Just before noon, a SO-1-class sub chaser was spotted closing at high speed. Bucher ordered the hydrographic flag hoisted and directed his oceanographers to commence work on deck. The ships position in international waters was also verified by radar. Nearing to 1,000 yards, the sub chaser demanded to know Pueblos nationality. Responding, Bucher directed the American flag to be hoisted. Clearly unfooled by the oceanographic work, the sub chaser circled Pueblo and signaled heave to or I will open fire. At this time, three P4 torpedo boats were spotted approaching the confrontation. As the situation developed, the ships were overflown by two North Korean MiG-21 Fishbed fighters. Confirming its position as being located nearly sixteen miles from the coast, Pueblo responded to the sub chasers challenge with I am in International Waters. The torpedo boats soon took up stations around Pueblo. Not wanting to escalate the situation, Bucher did not order general quarters and instead attempted to depart the area. He also signaled Japan to apprise his superiors of the situation. Seeing one of the P4s approaching with a contingent of armed men, Bucher accelerated and maneuvered to prevent them from boarding. Around this time, a fourth P4 arrived on the scene. Though Bucher desired to steer for open sea, the North Korean vessels attempted to force him south towards land. USS Pueblo Incident - Attack Capture: As the P4s circled close to the ship, the sub chaser began closing at high speed. Recognizing an incoming attack, Bucher steered to present as small a target as possible. As the sub chaser opened fire with its 57 mm gun, the P4s began spraying Pueblo with machine gun fire. Aiming for the ships superstructure, the North Koreans attempted to disable Pueblo rather than sink it. Ordering modified general quarters (no crew on deck), Bucher initiated the process for destroying the classified material aboard. The signals intelligence crew soon found that the incinerator and shredders were insufficient for material at hand. As a result, some material was thrown overboard, while equipment was destroyed with sledgehammers and axes. Having moved into the protection of the pilot house, Bucher was inaccurately informed that the destruction was proceeding well. In constant contact with the Naval Support Group in Japan, Pueblo informed it of the situation. Though the carrier USS Enterprise was operating approximately 500 miles to the south, its patrolling F-4 Phantom IIs were not equipped for air-to-ground operations. As a result, it would be over ninety minutes until aircraft could arrive. Though Pueblo was equipped with several .50 cal. machine guns, they were in exposed positions and the crew was largely untrained in their use. Closing, the sub chaser began pummeling Pueblo at close range. With little choice, Bucher halted his vessel. Seeing this, the sub chaser signaled Follow me, I have a pilot aboard. Complying, Pueblo turned and began following while destruction of the classified material continued. Going below and seeing the amount still to be destroyed, Bucher ordered all stop to buy some time. Seeing Pueblo drift to a stop, the sub chaser turned and opened fire. Hitting the ship twice, one round mortally wounded Fireman Duane Hodges. In response, Bucher resumed following at one-third speed. Nearing the twelve-mile limit, the North Koreans closed and boarded Pueblo. Quickly gathering the ships crew, they placed them on deck blindfolded. Taking control of the ship, they steered for Wonsan and arrived around 7:00 PM. The loss of Pueblo was first capture of US Navy vessel on the high seas since the War of 1812 and saw the North Koreans seize a large amount of classified material. Removed from Pueblo, the ships crew was transported by bus and train to Pyongyang. USS Pueblo Incident - Response: Moved between prisoner camps, the crew of Pueblo were starved and tortured by their captors. In an effort to force Bucher to confess to spying, the North Koreans subjected him to a mock firing squad. Only when threatened with the execution of his men did Bucher consent to write and sign a confession. Other Pueblo officers were compelled to make similar statements under the same threat. In Washington, leaders varied in their calls for action. While some argued for an immediate military response, others took a more moderate line and called for talks with the North Koreans. Further complicating the situation was the beginning of the Battle of Khe Sanh in Vietnam as well as the Tet Offensive at the end of the month. Concerned that military action would put the crew at risk, President Lyndon B. Johnson began a diplomatic campaign to free the men. In addition to taking the case to the United Nations, the Johnson Administration opened direct talks with North Korea in early February. Meeting in Panmunjom, the North Koreans presented Pueblos logs as proof it had repeatedly violated their territory. Clearly falsified, these showed one position as being thirty-two miles inland and another indicating that the ship had traveled at a speed of 2,500 knots. In an effort to secure the release of Bucher and his crew, the United States ultimately agreed to apologize for violating North Korean territory, admit that the ship was spying, and assure the North Koreans it would not spy in the future. On December 23, Pueblos crew was freed and crossed the Bridge of No Return into South Korea. Immediately following their safe return, the United States fully retracted its statement of apology, admission, and assurance. Though still in possession of the North Koreans, Pueblo remains a commissioned warship of the US Navy. Held at Wonsan until 1999, it was ultimately moved to Pyongyang. The massive earthquake killed at least 65 people (according to early CNN reports) and trapped hundreds more in rubble. In addition, many of Christchurchs roads were damaged in the earthquake and several areas of the city were flooded after water mains broke.This was the second large earthquake to hit New Zealands South Island in recent months. On September 4, 2010 a magnitude 7.0 earthquake hit 30 miles (45 km) west of Christchurch and damaged sewers, broke water and gas lines. The Lamb and the Tyger Analysis

The Lamb and the Tyger Analysis William Blake was an 18th century visionary, poet, mystic, and artist. Blakes romantic style of writing allowed him to create contrasting views as those in The Lamb and The Tyger. From a young age Blake used his imagination that was frowned upon and unfortunately was never greatly appreciated during his lifetime. William Blake believed that it was the chief function of art to reveal the truth of the spiritual world by liberating imagination (Bowman 53). It wasnt until after Blakes death that his work finally received some attention. Known as a romantic, Blake continued throughout his writing to radically question religion and politics; He was very critical of the church, putting forth the effort to attack and question it. Blake put his own insight into his poems to raise the public awareness in a personal attempt to seek the truth. Perhaps he is most famous for his creative and simplistic Songs of Innocence and Songs of Experience that influenced the other Romantic poets with themes of good and evil, heaven and hell, and knowledge and innocence. With regards to religion, William Blake opposed the views of the Christian church and its standardized system. Blake, having more of a spiritual position than a religious one, considered himself as a monistic Gnostic, meaning that he believed what saved a persons soul was not faith but knowledge (Harris 1). Blakes view of religion was considered blasphemous, and in his works he was concerned with the character of individual faith than with the institution of the Church, its role in politics, and its effects on society and the individual mind (SparkNotes Editors 1). Blakes The Lamb and The Tyger is more suggestive to the nature of God. The idea is that the same God who made the lamb also made the tiger, so unless it is suggested that God created evil, then the tiger must not be evil. The fact that the same God created both the lamb and tiger suggest that they just represent two different sides of God: Two different aspects of existence. Blakes perception of good and evil isnt just one extreme to the other, instead, the ambiguity of evil isnt evil; it is just the other side of good. Blake technically didnt believe in a dichotomy, the division into two usually contradictory parts or opinions. Blake portrays his argument that a human being cannot be completely good or completely evil. This trait does not exist within human beings, and therefore does not exist in God. The other writers and minds of the 18th century were mainly deists, the belief based solely on reason. They did not show interest in the nature of God as Blake did, instead, reason was their god. In the poem The Lamb, William Blake incorporates his unique style through the use of religious symbolism, creative lines, and simple patterns. The Lamb was a part of a series of poems called the Songs of Innocence that was published in 1789. Poems that were more simplistic in style and nature became more contrition and prophetic in Songs of Experience. Through simplistic structure, he chose the narrator of a child, as in this poem, told through childlike eyes, speaking of the innocence in all of human life, and that the lamb is Christ, marveling over Gods creations. The dramatic perspectives and continual allusiveness of the lyrics in The Lamb have shown to be a key factor in Blakes writing and have been interpreted and reinterpreted by critics and readers ever since Blakes death. Blake utilizes his rhetoric genius by symbolically expressing the appearance of the lamb to that of the nature of God. Within the poem, Blake brings up an interesting concept by stating, He is called by thy name / For he calls himself a Lamb, the lamb not only suggest innocence and the meaning of life, but at the same time conveys the theme that Christ is the lamb (Blake 662). The poem comments on how he is meek and he is mild, thus giving God the characteristics of goodness and purity (Blake 662). This gives a varying contrast to Blakes poem The Tyger as it advocates the speculation of evil. William Blakes, The Tyger, is the poetic counterpart to the Lamb of Innocence from his previous work, Songs of Innocence, thus creating the expression of innocence versus experience What immortal hand or eye / Dare frame thy fearful symmetry (Blake 770). The Tyger is part of the continued series of lyrics titled Songs of Experience that was published in 1794, as a response to the Songs of Innocence. The Songs of Experience are interpreted as the child, conveyed in Songs of Innocence, matures to adulthood and is molded by the harsh experiences and negative forces that reality has on human life, thus shows the destructiveness of the tiger. Blake utilizes his deceptively complex ideas, symbolism, and his allusiveness to portray the essence of evil in The Tyger. Blake uses tyger instead of tiger because it refers to any kind of wild, ferocious cat. The symbolism of the hammer, chain, furnace, and anvil all portray the image of the blacksmith, one of the main central themes in this poem ( Blake 769). William Blake personifies the blacksmith to God, the creator, and Blake himself. The Tyger is about having your reason overwhelmed at once by the beauty and horror of the natural world (Friedlander 1). When the stars threw down their spears / And waterd heaven with their tears (Blake 770). For Blake, the stars represent cold reason and objective science (Friedlander 1). In retrospect, the creation of the tiger represents transcendent mystery and direct reference to the lamb Did he who made the Lamb make thee (Blake 770). The Lamb and the Tyger are polar opposites of each other, one representing the fear of God and the other representing faith or praise of God through nature. As a child one is more like the lamb, innocent and more pure, and as they mature they earn their stripes and become aged and mature by societal tendencies of life like the tiger. The irony in the Songs of Innocence in contrast with the Songs of Experience is that they are opposites but seem to bounce off one another. They both have the same creator, both God and Blake, and suggest morals of good and evil. They are each on the extreme ends of the spirituality spectrum and in the middle is humanity, but you cant have one without the other. In order to have good you have to balance it out with evil, in a sense where good isnt just good, it is the other side of evil, and where evil is the other side of good.
